L.S. and L.A.S., Paris or Auteuil 1841-1842, to Thomas BUGEAUD, Governor General of Algeria; 6 pages in-4 and 3 and a half pages in-8 (mourning), an envelope with a black wax seal. On Algeria. September 21, 1841. A "special" letter specifying the goals to be pursued in Algeria: "above all & above all, to re-establish in Africa our moral ascendancy, to give the Arabs a deep and permanent feeling of it; and if we cannot hope for their complete and lasting submission, to throw at least among them disorganization and despondency...". Two territories must be demarcated, one "occupied by France and handed over to European settlers; the other, indirectly dominated in the name of France, and left to the Arabs. The separation of the two races seems to me to be the fundamental rule ..., the sine qua non of success.... The exploitation and administration of the country must be left to the Arabs, to their laws and morals, and our activity and diplomacy must prevent the coalition of tribes, and maintain "the feeling of our strength, without interfering in their affairs".... September 20, 1842. He assured the General of his support in the Council and elsewhere, and of the gradual acquisition of public opinion; he will use his pamphlet [Algeria, Ways of Preserving and Using this Conquest] in the next session. "I am as struck as you are by the need to act in Africa during the peace of Europe. Africa is a matter for our leisure time".... A long L.S. to Bugeaud from General Louis MORRIS, "under Rome" June 12, 1849; and an L.S. from Thiers, Paris February 25, 1833 (in very poor condition).
